Under the Act on Welfare and Management of Animals, breeders and pet stores must microchip and register dogs and cats before selling them.
Pet owners who purchase a dog or cat from a breeder or pet store must register a change of ownership and change the microchip information to their information. It is also recommended that dogs and cats acquired from others be microchipped and registered. The system of "the Registration for Microchipping Dogs and Cats " is the only registration system in Japan that allows for microchip procedures based on the Act on Welfare and Management of Animals. All of the procedures in "the Registration for Microchipping Dogs and Cats" can be done online, 24/7, from any location, and can be completed instantly.
When a straying dog or cat registered in "the Registration for Microchipping Dogs and Cats" is taken into custody at a government animal welfare center, the dog or cat’s microchip implanted can be read, and its owner can be determined from its microchip number. This can lead to the reunion of dogs and cats sheltered at the center.
